The Ministry of Food, Agriculture and Light Industry, with financing from the Japanese Social
Development Fund and support from the World Bank, is implementing the "Virtual Cooperatives
Project' to develop a digital platform.
Mongolia's agricultural sector faces challenges such as climate risks, limited knowledge, poor market
access, and low financial inclusion. The platform, aligned with MOFALI's E-Agriculture Strategy, will
provide herders with extension services, market linkages, financial tools, and emergency support to
build sustainable livelihoods. The consulting service provider shall serve as the technical agency and, in
collaboration with stakeholders, will develop the basic architecture and tools for the platform. Detailed
terms of reference can be found in Annex 1.
The (MoFALI) now invites eligible consulting firms ("Consultants") to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services. Please refer to the Terms of
Reference for the detailed requirements for consultants /Annex 2: 2.7/.
The Supplier must be a certified partner of Odoo or equivalent opensource ERP platform.
- The Supplier must have at least 3 years of experience in opensource ERP implementation in
projects of comparable scale, including customization, integration, and module development.
- The Supplier must have delivered at least two large-scale opensource ERP implementations
(each covering more than 5,000 active users or 10+ core modules).
- Experience in integration of opensource ERP with external systems (APIs for payment
gateways, government databases, banking systems, etc.) is mandatory.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly
whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint
venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract,
if selected.

A Consultant will be selected in accordance with the Consultant's Qualification based Selection method
set out in the World Bank's Procurement Regulations for IPF Borrowers. Only selected firm through
this expression of interest process will be invited to submit a technical and financial proposal.
