Assignment Title: Provision of Digital and Technology Support and Services to the MOFALI’s E-Agriculture platform

The Ministry of Food, Agriculture and Light Industry (MoFALI) has received financing from the World Bank toward the cost of Livestock Commercialization Project (LCP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is required to provide digital and technology support and services to the Ministry of Food, Agriculture and Light Industry (MOFALI). The project will be contracting for 24 months of period.

The (MoFALI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for interested firms are:

  • The Consultant (firm) shall have at least 5 years of experience in leveraging power of technology and power of partnerships in advancing livelihood, income and well-being of small-scale producers in the farm/animal husbandry sector.
  • The Firm shall also have demonstrated experience in successfully introducing and scaling up at least 2 (two) technology led interventions to enhance efficiency and effectiveness of extension system as well as pivoting a data centric approach to strengthen the sector.

If selected for contract award, the Consulting Firm shall provide a team comprising professional staff from diverse backgrounds related sector, to cover all the needed issues.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November, 2020 setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Quality and Cost-based Selection method set out in the Procurement Regulations.
